Unchecked Corruptive Influence: Criminals and Threat Networks will continue to expand an ecosystem of criminality through blatant corrupt practices, targeted bribery, collusion, and fierce coercion to infiltrate governance structures, destabilize accountability systems, penetrate critical industries, and leverage violence to secure a dominant market position and political power across across illicit economies.  Criminals, kleptocrats, and other bad actors will further erode the trust in public institutions and international norms, corrode law enforcement agencies, and fuel greater insecurity in vulnerable communities through corruption, chaos, violence, impunity, and disinformation.

Criminalized Trade Hubs and Markets: Criminalized Trade Hubs and Markets: The increasing criminalization of ports and hubs of illicit trade globally is exploited by a fragmentation of transnational criminal groups and threat networks to move illicit goods and contraband including diversification and strategic use of international trading systems, maritime shipping, and logistical platforms to move hundreds of billions of dollars worth of narcotics, precursor chemicals, opioids, counterfeits, illegal tobacco products, stolen cars, pillaged gold/critical minerals, endangered wildlife parts; and other illicit commodities; and possibly, WMDs.

Deadlier Fentanyl-Mixed Hybrids: An illicit drug trend for 2026 concerns an increasingly toxic illicit drug supply due to the widespread mixing of fentanyl with other dangerous substances, creating deadlier “hybrid” drug combinations. Key threats: street prevalence of Potent Fentanyl Analogs including Carfentanil, Nitazene Compounds, Xylazine (“Tranq”), Medetomidine, and other lethal hybrids and mixed-illicit drug cocktails.

Digitized Transaction Laundering: Across today’s digital world, illicit trade and money laundering continue to boom, thriving online where the selling and buying of legal and illicit goods and services take place through electronic and digital payouts across online connections, e-commerce, onlinemarketplaces, apps, social media and encrypted channels. As markets shift toward digital currencies and a cashless economy, criminals leverage digital anonymity and the global reach of this new e-architecture, exploiting digitized transaction laundering to move dirty funds internationally through innovative technologies, the internet, mobile phones, digital assets, crypto, and data-driven AI, IoT, and quantum computing.

AI Sophisticated Deepfakes/Counterfeits: Artificial intelligence (AI) continues to create new opportunities for criminals in the world of counterfeiting including through the creation of authentic-looking product images, videos (highly sophisticated deepfakes), and marketing materials, making it difficult for consumers and even algorithms to distinguish fakes from legitimate goods.
